VAR checks for second yellow cards and corners and countdown clocks to get the ball back into play are set to be introduced for the World Cup.

The measures will be part of a determined effort by Lawmakers to cut timewasting and speed up the “tempo” of football.

And formal trials of Arsene Wenger’s “daylight” offside system are now planned – even though the former Arsenal boss admits it would be a “radical” change.

While potential changes cannot be ratified until next month’s annual general meeting of the International FA Board in Cardiff, members agreed the direction of travel at a four-hour gathering at Heathrow.

Former Premier League referee David Elleray explained: “If the decision of a second yellow card is clearly factually incorrect, it could be reviewed.

“We’re expecting that will be brought immediately.

“Using VAR for corners, whether by using the chip in the ball if you have that, or when the initial decision is blatantly wrong, is also something that could be applicable from the World Cup.”

Ifab members, including FA chief executive Mark Bullingham, supported the expansion of the eight second countdown for goalkeepers with the ball in their hand to throw-ins and place goal kicks.

Under the planned new guidelines, players leaving the field for a substitution will have to get off the pitch inside ten seconds.

If they do not, then their replacement will not be allowed on until the next break in play, while “injured” players will be forced to stay off for two minutes unless they were on the end of a foul that led to a yellow or red card.

They are also set to be introduced this summer and Ifab chief and FA of Wales boss Noel Mooney added: “The theme now is very much about improving the tempo of the game and reducing timewasting.

“So we’re working on a package of measures to make sure that fans get an even better experience of football which is crucial.”

Ifab agreed to formal trials of both Wenger’s “daylight” offside idea and using the torso as the body part to be judged, with the Canadian Premier League offering to try out daylight.

Wenger, now Fifa’s head of global football development, said: “We have to try the radical solution first and see if we need to come back from that.

“For years offside has been about the most forward part of a player’s body, so to judge on the torso would be a change – and you have to decide what the torso is.”
