Trump expects Ukraine to sign peace deal by next weekend as the 28-point plan is ‘revealed in full’ as Kyiv fumes

DONALD Trump expects Ukraine to sign off on a peace deal orchestrated by the US and Russia by next weekend, according to reports.

Volodymyr Zelensky has vowed to negotiate with Washington over their 28-point plan aimed at finally ending the war – with the full details now reportedly emerging.

Washington and Moscow drew up a plan without the help of Kyiv – a document which heavily favours Vladimir Putin’s demands.

European leaders even accused Trump of trying to force Kyiv to “capitulate” to Russia through the latest ceasefire proposal.

Several points are believed to include the Ukrainian army being cut in half and them handing over Donbas to the Russians.

Washington is hopeful that Kyiv will put pen to paper on the peace terms and expects Zelensky to sign it by November 27 which coincides with Thanksgiving, the Financial Times is reporting.

Russia will then be handed the revised plan to sign.

Trump is said to want the process to finish by early December.

Ukrainian officials told the FT that this timeline is being viewed as “aggressive” within Kyiv.

They believe that December is far too early with several of the points in the US-Russia proposal crossing Ukraine’s “clear red lines”.

But Zelensky has now announced he is willing to work with the Trump administration as long as the terms are fair.

Zelensky said on X late on Thursday: “The American side presented points of a plan to end the war—their vision.

“I outlined our key principles. We agreed that our teams will work on the points to ensure it’s all genuine.

“We’re geared up for clear and honest work—Ukraine, the US, our European and global partners.”

He is expected to hold direct talks with Trump in the coming days.

What will be in the 28-point peace plan?

Full details of what is expected to be in the US-Russia proposed peace plan have now been revealed by The Telegraph.

The main points which favour Ukraine include them being given “reliable” security guarantees and a global package being created to help rebuild the war-torn nation.

Russia will also be made to ensure they won’t invade again and the complete return of all hostages and prisoners will be handed over.

However, Ukraine is also being asked to give up a lot under Vlad’s latest demands.

They won’t be allowed to join Nato and will be made to cut down their military personnel to just 600,000.

Another key point which Putin is believed to have ordered Trump include in the plan is to make Ukraine hold elections within 100 days of peace.

Vlad and his cronies have repeatedly called Zelensky “illegitimate” due to there being no elections in Ukraine during the war.

Putin will also see Russia be integrated back into the global economy and have their sanctions lifted.

They will also be invited back into the G7 group – taking it back up to the standard G8.

The other main points mentioned are around territory.

As previously reported, Moscow is expected to ask for the whole of Donetsk.

But under the new outlined plan they also want Luhansk and Crimea to be officially recognised as Russian too.

In Kherson and Zaporizhzhia, the border will be frozen based on the current frontline.

If Ukraine agrees to give up the land in these five regions then Russia will relinquish all other territory.

Many of these points are set to contested by Ukraine during the next round of negotiations.

Kyiv already has the backing of Europe with Sir Keir Starmer announcing “the future of Ukraine must be determined by Ukraine”.

THE Telegraph has detailed what they expect to be in the 28-point peace plan:

  • 1. Ukraine’s sovereignty will be confirmed
  • 2. A non-aggression agreement will be concluded between Russia, Ukraine and Europe with all ambiguities of the last 30 years settled
  • 3. Russia will agree to not invade neighbouring countries and Nato will not expand further.
  • 4. Russia and Nato will speak on global security, mediated by the US
  • 5. Ukraine will receive reliable security guarantees
  • 6. Ukrainian Armed Forces to be limited to 600,000 personnel
  • 7. Ukraine agrees to not join Nato
  • 8. Nato agrees to not station troops in Ukraine
  • 9. European fighter jets will be stationed in Poland
  • 10a. The US will receive compensation for a guarantee
  • 10b. If Ukraine invades Russia, it will lose the guarantee
  • 10c. If Russia invades Ukraine recognition of the new territory and all other benefits of this deal will be revoked
  • 10d. If Ukraine launches a missile at Moscow or St. Petersburg without cause, the security guarantee will be invalid
  • 11. Ukraine is eligible for EU membership
  • 12. Powerful package of measures implemented to help rebuild Ukraine including the creation of a Ukraine Development Fund
  • The US will cooperate with Ukraine to jointly rebuild, develop, modernise, and operate Ukraine’s gas infrastructure
  • Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernisation of cities and residential areas.
  • Infrastructure development and extraction of minerals and natural resources
  • The World Bank will develop a special financing package to accelerate these efforts
  • 13a. Russia will be reintegrated into the global economy with the lifting of sanctions to be discussed
  • 13b. The US will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centres, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities
  • 13c. Russia will be invited to rejoin the G8
  • 14. Frozen funds will be used as follows:
  • $100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine
  • The US will receive 50% of the profits from this venture
  • Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction
  • Frozen European funds will be unfrozen
  • The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas.
  • This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict
  • 15. A joint American-Russian working group on security issues will be established
  • 16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine
  • 17. The US and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons
  • 18. Ukraine agrees to be a non-nuclear state
  • 19. The Zaporizhzhya Nuclear Power Plant will be launched and the electricity produced will be distributed equally between Russia and Ukraine
  • 20a. Both countries undertake to implement educational programmes in schools and society aimed at promoting different cultures and eliminating racism and prejudice
  • 20b. Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities
  • 20c. Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education
  • 20d. All Nazi ideology and activities must be rejected and prohibited
  • 21a. Crimea, Luhansk and Donetsk will be recognised as de facto Russian
  • 21b. Kherson and Zaporizhzhia will be frozen along the line of contact
  • 21c. Russia will relinquish other agreed territories it controls outside the five regions
  • 21d. Ukrainian forces will withdraw from the part of Donetsk that they currently control, and this withdrawal zone will be considered a neutral demilitarised buffer zone where Russian forces will not enter
  • 22. Russia and Ukraine won’t change these territorial arrangements by force
  • 23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities and agreements will be reached on the free transport of grain across the Black Sea.
  • 24a. A humanitarian committee will be established to resolve outstanding issues:
  • 24b. All remaining prisoners and bodies will be exchanged on an ‘all for all’ basis
  • 24c. All civilian detainees and hostages will be returned, including children
  • 24d. A family reunification programme will be implemented
  • 24e. Measures will be taken to alleviate the suffering of the victims of the conflict
  • 25. Ukraine will hold elections in 100 days
  • 26. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future
  • 27. This agreement will be legally binding and monitored and guaranteed by the Peace Council
  • 28. Once all parties agree to this memorandum, the ceasefire will take effect immediately
