SIR Keir Starmer is set to be offered an “emergency brake” to stop an influx of Europeans entering the UK under a new youth mobility scheme.

Brussels is looking at giving the PM the power to temporarily shut the scheme if too many under-30s want to come here in a 12-month window.

The olive branch is an EU effort to break a deadlock in reset talks with Britain demanding a set numerical limit per year.

It comes ahead of a major UK-EU summit this year.

One EU official said there could be “a monitoring system to ensure both sides are equally satisfied with the way the scheme is operating”.

They added: “It’s about the management of flows rather than an upfront number”.

Sir Keir has previously insisted the youth experience scheme must have “appropriate time-limits, caps and visa requirements”.

Britain is demanding the cap be limited to the tens of thousands after concerns at the Home Office there could be a rise in net migration.

A government spokesperson said: “We are working together with the EU to create a balanced youth experience scheme.

“It will create new opportunities for young people to live, work, study and travel.

“Any final scheme must be time-limited, capped and will be based on our existing youth mobility schemes.

“These do not include access to home tuition fee status.”
