Last week, in publishing the quadrennial National Defense Strategy, the Trump administration did not mince words in describing President Xi Jinping’s China: “the second most powerful country in the world” and “the most powerful state relative to us since the 19th century.”

And China is making very different assumptions about the world’s energy future.
