The move has heaped pressure on Rachel Reeves as she plots more big increases in the tax burden at the Budget next month.
Opinium research detected an eight-point improvement in Mrs Badenoch’s personal approval in the wake of her speech. Although she is still on minus 14, it was the best score this year.
A third of Brits thought she had given a good address, with 18 per cent saying the opposite.

In contrast, a third thought Keir Starmer‘s conference speech the previous week was bad, and just 23 per cent were impressed.
Perceptions of the Tories have improved over the past week on a range of metrics – such as ‘knowing what they stand for’ and representing the views of the public.
However, the party’s ratings remain very low.
Reform retained a 10-point advantage over Labour for voting intention, on 32 per cent.
The Conservatives were up two points on 18 per cent, while the Lib Dems were backed by 11 per cent and the Greens 10 per cent.
